Orunodoi Scheme Assam
The 'Orunodoi' or 'Arunodoi' Scheme is an initiative launched by the Government of Assam on October 2, 2020. It is to provide Rs. 1250 per month as financial assistance to approximately 27.61 lakh families in the state through a Direct Benefit Transfer (DBT) system. Beneficiaries receive the funds on the tenth day of each month, starting from October 2020. Women, as the primary caretakers of their families, are designated as the scheme's beneficiaries.
Dr. Himanta Biswa Sarma, who was the Finance Minister at the time and is now the Chief Minister, introduced the Orunodoi scheme during his 2020-21 Budget speech., citing it as the highest drip in the Ashtadash Mukuta Unnoyonee Maala.

Scope of Orunodoi
The Government of Assam will offer monthly financial assistance to eligible beneficiaries to help them purchase various essential items, including health and nutrition-related products like medicines, fruits, vegetables, pulses, and sugar. Each beneficiary family under this scheme will receive Rs. 400 for medicine, Rs. 200 as a 50% subsidy on 4 kg of pulses, Rs. 80 as a 50% subsidy on 4 kg of sugar, Rs. 150 for fruits and vegetables, Rs. 170 for essential goods, and Rs. 200 for LPG gas.
Orunodoi Scheme's Eligibility Criteria
The applicant has to fulfill the following criteria to avail of the benefits of Orunodoi Scheme-
- Applicant is a permanent resident of Assam.
- Applicant should be presently residing in Assam
- The composite annual Household Income of the Applicant should be less than Rs. 2 Lakh.
OR
Any member of a Household who is dwarf or ailing from Cerebral palsy/ Thalassaemia/Haemophilia /Leprosy /Autism spectrum disorder
OR
Existing Beneficiaries of Deen Dayal Divyangjan Pension Scheme and Indira Miri Universal Widow Pension Scheme
Orunodoi Scheme-Priority Criteria
In case there is a lower quota available than the number of applicants, Prioritization criteria will be considered.
- Unmarried female/ Widow/ divorced female/ above the age of 45 years/separated females.
- Household members specially abled.
- Living on alms/destitute
- Households don't have shelter or pucca houses.
- Households with no adult member within the age of 16-59 years.
- Deserted women living in institutions or old-aged homes registered with the government.
- Victims of rape or human trafficking of any age, recorded in any governmental record.
Orunodoi Scheme- Exclusion Criteria
- Households having any former or current MLA/ MP.
- Current members of Panchayati Raj Institutions, autonomous councils, urban local bodies, / VCDCs/ VDCs (in 6th scheduled districts)
- Households that have any regular serving or retired Government employees, Co-operative Societies partially/ fully funded by the Government.
- Households that have Doctors, Architects Engineers, Lawyers, Chartered Accountant and Registered Government Contractors.
- Households that have any income tax-payee.
- Households that own 1 bigha or more of residential land or 15 bighas of agricultural land in rural areas.
- Household owning 1.5 katas or more land in Kamrup (Metro) or 3 katas or more in any other area; or any industrial or commercial land anywhere.
- Households that own AC
- Households that own four-wheeler motor vehicles.
Orunodoi Scheme- Beneficiary Selection Process
Preliminary Selection: The District Level Monitoring Committee is responsible for creating the methods to compile the list of eligible beneficiaries in strict adherence to the guidelines. The initial selection of beneficiaries will occur at the level of Gaon Panchayat (GP), Village Council Development Committee (VCDC), or Urban Local Body (ULB), based on the specified eligibility and ineligibility criteria.
An undertaking-cum-checklist outlining these eligibility and ineligibility conditions has been developed for use at the GP, VCDC, and ULB levels. This document is attached as Annexure 'A'. Only one such undertaking-cum-checklist should be prepared for each proposed beneficiary household.
Compilation at LAC level: The Gaon Panchayat / VCDC / ULB, will forward the undertaking cum checklist, LAC-wise by Member Secretary, DLMC to be put up for the District Level Monitoring Committee for prioritization/selection.
Prioritization of Applicant List by District Level Monitoring Committee: The District Level Monitoring Committee will convene to prioritize and finalize the list of applicants submitted by the GP, VCDC, or ULBs, following the priority criteria outlined above.
How to apply for the Orunodoi Scheme
The Assam Orunodoi Scheme's application process is a completely offline process. Beneficiaries have to apply offline through their respective Gaon Panchayat office. They may follow the below-mentioned steps.
# Application forms should be collected from the respective Gaon Panchayat.
# Fill up the application form.
# PAN Card, Voter ID, Bank Passbook, and Aadhaar Card should be attached along with the Orunodoi Form.
# The Ward Member will assist you throughout the application process.
# Filled-up application form should be submitted at your respective Gaon Panchayat office.
# At GP / VCDC / ULB, Orunodoi Helper shall facilitate the process of filling up the Detailed Application Form (DAF).
# To collect the bank details and other information DAF shall be used.
# Selected beneficiaries should sign a self-affidavit citing the eligibility conditions.
